ABSTRACT
This study looked at the issue of administration and development in the local government level. Administration is the wheel that chucs development while development is the gain that strengthens administration. In short, people especially political scientists and critics uses the degree of development recorded by any administration to recognize it or to lampoon it. 
In this study, administration and development was discussed right from the present civil rule era, though, references was made in the pre-colonial, colonial and post-colonial till 1999. Also, local government existed in the years cited above but the researcher chose to narrow it down to 1999-2006 due to the relevance of the years (the civil rule year).
Finally, the study identified numerous problems plaguing our local government system and recommended many solutions to them.
